RSO Allocation Committee
The RSO Allocation Committee (RSOAC) is a funding board sponsored by SGA that allocates funding to Registered Student Organizations (RSOs) for programming, operational needs, and travel opportunities. RSOAC meets every Thursday at 6:30pm to hear requests from RSOs.

Eligibility Requirements & Restrictions
All RSOs who have majority-undergraduate student membership are eligible for funding through RSOAC provided they meet the following baseline requirements:
- Are properly registered and in good standing with the Office of Student Organizations & Involvement (SOI).
- This includes RSO officers being financially certified and having submitted a Statement of Understanding form within the last calendar year. Please refer to the updated financial manual here.
- Must not already receive funding from SGA via the annual budget, Sports Club Distribution Council, College Leadership Councils funding board, or any Congress of Graduate Students (COGS) budget or funding board.
- Must first receive funding from the RSO Development Fund this fiscal year prior to applying (see Development Fund details below).
All requests must be in line with acceptable use of A&S funding as articulated in the SGA Financial Manual. Additionally, RSOs are restricted to the following funding limits:
- RSOs may only request funding from RSOAC three times per fiscal year (July 1-June 30 each year).
- RSOs may only request clothing items once per fiscal year.
- RSOAC is limited to funding $3,000 per RSO for programming, but may approve up to $5,000 in extraordinary circumstances.
- RSOAC is limited to funding travel expenses of up to $250 per student and $5,000 overall per RSO. The committee may also approve up to $400 per student and $8,000 per RSO in extraordinary circumstances.
Applying for Funding
- RSOs can submit their funding requests via the RSOAC Qualtrics submission form.
- All requests should be submitted through the Qualtrics form at least six (6) weeks prior to the event or travel.
- All requests must include three supporting/competitive quotes for each item the RSO is requesting.
Once an RSO has submitted a request, the RSOAC committee will reach out to invite the RSO to the next scheduled RSOAC meeting. RSOAC meets every Thursday if there are requests to review that week. Upcoming meeting information can be found here. RSO representatives are required to attend and explain their request as follows:
- RSO representatives will be allowed up to 5 minutes to present their request to the committee. Although not required, presentation materials (Powerpoints) may be sent to the RSOAC chair in advance of the meeting by emailing SGA-RSOAC@fsu.edu.
- Committee members may ask the RSO questions pertaining to the request.
- Committee members will score each request based on the RSOAC Evaluation Rubric and decide funding amounts based on an average of evaluation scores.
The funding recommendations approved by RSOAC must also be approved by the Student Senate at its next scheduled meeting. It is recommended, but not required, that RSO leaders attend the Senate meeting to answer any questions Senators may have about your request.
After Obtaining Your Funding
After your funding request has been approved by the Student Senate, RSOs are responsible for submitting purchase requests and/or travel request approval forms through NoleCentral as soon as possible. SGA Accounting will then work to process the funding transfer in NoleCentral.
RSOs are responsible for completing the post-event evaluation form and submitting all receipts within 10 business days after the event or travel.
RSO Development Fund
The RSO Development Fund is a grant program sponsored by SGA that is intended to provide RSOs with a one-time grant of up to $300 per fiscal year for programing and operational expenses.
Eligibility Requirements & Restrictions

Development Funds can be spent on any programming and operational needs of an RSO, provided they comply with acceptable use of A&S funding as articulated in the SGA Financial Manual. Each RSO is limited to requesting up to $300 per fiscal year (July 1 – June 30 each year).
Application Process & Obtaining Funding
RSOs can obtain funding by completing the RSO Development Fund application form. The Student Body Treasurer will review all applications and send RSOs an email notifying them of funding approval or disapproval within 1-2 weeks of submission. Development Fund requests are handled administratively by the Treasurer’s office and do not require approval from the Student Senate.
After receiving approval from the Student Body Treasurer, SGA Accounting will work to process the funding transfer in NoleCentral as soon as possible. RSOs are responsible for completing the post-event evaluation form and submitting all receipts within 10 business days of the event or travel.
Senate Projects
The Student Senate can provide funding to support a variety of projects and programs through the Senate Projects fund. Student Body Statutes require that Senate Projects initiatives further the image of SGA to the student body, provide services or opportunities to students, or fulfill an observed need on campus. This funding source is limited and operates on a first-come-first serve basis at the discretion of the Student Senate as a whole. For more information, contact the Student Senate leadership.
COGS Funding
Funding from the Congress of Graduate Students (COGS) is available to RSOs that have majority-graduate student membership. Funding can be received from the annual COGS budget or throughout the year for individual allocation requests. Student organizations based within the Colleges of Law and Medicine may also receive funding through the Law School Council and Medical School Council, respectively. College Leadership Council Funding Committee
College Leadership Councils (CLCs), which are student committees housed under FSU’s colleges, can obtain funds through SGA’s College Leadership Council Funding Committee. The funding committee meets every fiscal year to hear funding requests from each CLC and recommends allocations to the Student Senate for approval. Sport Club Distribution Council
