SIXTY FIRST STUDENT SENATE

The Journal: May 13, 2009

The meeting of the 61st Student Senate was called to order at 7:30 p.m. by Student Senate President Bobby Seifter.

Senator Callahan lead the Senate in the Pledge of Allegiance.

Moment of Silent Reflection:

MEMBERS PRESENT (First Roll Call): Senators Bonderud, Callahan, Cuyler, Dunnington, Flemming, Goins, Howard, Hunter, Johns, Kushner, Mroczkowski, Simmons, Triay, Tunis, Waltz, Williams, Zielasko.

MEMBERS ABSENT: (First Roll Call): Senators Hall, Theodore.

MEMBERS TARDY/LATE (First Roll Call): Senator Richards (7:38).

It was determined that the Senate did not have quorum. There was a motion to interview and passed the following students, the motion passed. The following were interviewed and passed: Mamie Dayan for Social Sciences Seat 4, Johnny Horne for Undergraduate Studies Seat 24, Amy Kammerer for Undergraduate Studies Seat 15, Emmanuel Charlemagne for Arts and Sciences Seat 6, Eli DuBosar for Criminology Seat 1, Dale Armstrong for Undergraduate Studies Seat 17, Christopher Oswald for Undergraduate Studies Seat 18, Derica Phelts for Undergraduate Studies Seat 6. (Garrett Stebbins was not eligible for Senate).

Report of the Student Body Auditor: As of May 13, 2009, Senate Projects is $3,393.00 and Senate Unallocated is $500.00.



Committee Reports: Senate President Seifter had all chairs or members that were present to explain to the new Senators what each committee does. The new Senators were given committee appointment sheets so that they could decide on what committee they wanted to work on.

Student Affairs-Did not meet.

Budget-Chairman Howard explained what the Judiciary Committee does.

Finance-Senator Kushner explained what the Finance Committee does.

Judiciary-Chairman Goins explained what the Judiciary Committee does. He also reported that Bill 39 was passed out of committee during the Spring semester.

Internal Affairs-Senate President Seifter explained what the Internal Affairs Committee does.

Rules and Calendar-Chairman Howard made a motion to move into Committee of the Whole in Rules and Calendar to move Resolution 48 on the Calendar. The motion passed and the resolution was passed. Senator Hutchinson made a motion to accept the decision of the committee as the decision of the Senate, the motion passed. Senate Pro Tempore Cuyler explained to the Senate what the Rules and Calendar committee does.

Senate Affairs-Did not meet.

Sustainability-Did not meet.

Central Reserves-Did not meet..

Consent Calendar: None.

Bills First Reading:

Bill 38-Sponsored by Senator Sargent. A transfer of $27,134.46 from Central Reserves to Master Control Account. Purpose: to help cover shortfall. NOT REFERRED PER DR. HOWARD.

Bill 40-Sponsored by Senator Howard. A transfer of $207,900 from the Old Funding Boards to RTAC and PAC and Organizational Fund. Purpose: to transfer money from old funding boards to new Fund Distribution Committees. REFERRED TO FINANCE AND BUDGET.

Bills Second Reading:

Bill 39-Sponsored by Senator Hall. A revision to the Student Body Statutes Chapter 100.6. Purpose: to change the amount of credit hours required to participate in a major office over the summer to allow for substantive classes that are less than three (3) credit hours.

Constitutional Amendments: None.

Resolutions:

Resolution 48-Sponsored by Senator Howard.
Subject: Giving Order of Omega permission to spend over $2,000 to publish the Tomahawk online.
PASSED.

Unfinished Business: None.

New Business:: Veto of Bill 31. Postponed until Student Body President could be present to explain his veto.

Closing Announcements: Senate President Seifter explained to the new Senators what Closing Announcements entailed. Senator Waltz announced that FSU Baseball team has four more games and the first 500 in attendance will get something free. Senator Howard told the new Senators to ask questions about Bill 31 so you can understand what it is all about. Senate Pro Tempore Cuyler congratulated the newly appointed Senators and welcomed them to the Senate. He informed them that on next week there will be a mini orientation. Senate President Seifter introduced himself to the newly appointed Senators and told them what his duties entailed. He encouraged them to stop by his office if they have any questions or need help with anything.
